This is a Kompan Supernova. It is designed for kids ages 5-12 to sit on. The blue surface with orange stripes spins freely mery-go-round style on top of the support posts. The posts are arranged so the disc is not flat on the horizontal plane, but lower on one side and higher on the other. Unfortunately, adults (Hi, Dad!) tend to want to stand on this piece of equipment and try to walk along as it moves, or work their way up from the low side to the high side through their athletic prowess, especially after they watch a child perform the feat. It's a quick way to severely sprain or break an ankle. The weight of an adult causes much more momentum (rotational speed) and you will likely loose your balance and fall uncontrolably. Be careful.
